Project Delivery
Methods
When constructing public
facilities in California, public agencies must follow specific
requirements to select the firm to construct the facility.
Traditionally these requirements are provided for in California's
Public Contracts Code. However, there are alternative project
delivery methods available. Capitol PFG has extensive experience
advising public entities on implementing a variety of construction
project delivery methods as an alternative to the traditional public
bidding process.
Our work with the Plumas
Lake School District's design and construction of a new elementary
school illustrates how a school district can avoid the unknowns
associated with public bidding and benefit by retaining a
construction team that best matches the district's needs. The Plumas
Lake School District is the most rapidly growing school district in
the State over the past five years. As a result, they are needing to
rapidly construct new facilities to accommodate students from new
development projects. Specifically, after evaluating the pros and
cons of the various construction delivery methods, the Plumas Lake
School District decided on a Lease-leaseback construction delivery
method for the construction of their most recent school. Capitol PFG
facilitated this project though a request for proposal that was used
to select the best team based on experience and
value.
