Cathleen M.
Dominico E-mail Managing Partner,
Client Relations and Business Planning
Cathy has served as a financial consultant to city & county
government as well as education agencies and special districts.
Specifically, Cathy works with these public agency clients on
financial analysis, facilities planning, public communication and
public entity marketing strategies. Cathy is an expert in bond
measure preparation, tax base analysis, the formation of financing
districts such as Mello-Roos community facilities districts and
assessment districts. Additionally, Cathy specializes in advising
clients in areas related to development mitigation, construction
project delivery methods, site acquisitions and debt management
strategies. She received her Bachelor of Science degree in
Managerial Economics from the University of California,
Davis.
Jeffrey S. Small,
J.D. E-mail Managing
Partner, Transactions and Business Development
Jeff has served as a financial advisor in over 575 transactions,
totaling over $5 billion, for over 100 different public agencies.
Jeff is an expert in credit analysis, disclosure, structuring,
marketing, pricing, negotiation and sale of tax-exempt, taxable
and tax credit securities. His responsibilities include
creating innovative financial solutions, implementing financial
transactions, and project management. Jeff received his Bachelor of
Arts degree from the University of Arizona. He earned his Juris
Doctor degree from California Western School of Law in San Diego
where he excelled in the areas of securities law and consumer fraud.
Jeff was employed as attorney in Fresno providing bond, general and
campaign counsel services to school districts in the central valley.
Jeff is currently an inactive member (in good standing) of the State
Bar of California, and has been providing financing advisor services
to public agencies for over 20 years.

Christopher J.
Terry E-mail Managing Partner, Transactions and
Operations
Chris is responsible for managing the day to day operatoins of
Capitol PFG. He provides quantitative analysis and projection
management in connection with the issuance of tax and revenue
anticipation notes, general obligation bonds, special tax bonds,
certificates of participation and revenue bonds. He has completed
over 300 financial transactions, totaling over $3 billion.
Chris completed the United States Naval Nuclear Power Training
program and served aboard the USS Abraham Lincoln. He received his
Bachelor of Arts degree in Economics from the University of
California, Davis.
Patti
Gorczyca E-mail Director
of Client Relations
Patti
is responsible for managing Capitol PFG's office in Orange
County. She has thirty-four years of public finance and
management experience, serving as a policy maker, public executive
and financial advisor. She has expertise in financial and
strategic planning, budget, capital and lease financing, pension and
OPEB, asset liability management and financial problem solving for
local governments. Patti is a past member
of the Government Finance Officers (GFOA) and served as technical
advisor to and member on the GFOA Debt and Fiscal Policy Committee
and chair of its Subcommittee on Tax Policy and Disclosure.
She is also a member of the California Society of Municipal Finance
Officers (CSMFO). Patti holds a B.A. Degree in Economics from
the University of California at Los Angeles and an M.A. Degree in
Planning and Public Policy from the University of California at
Irvine.

Mark I. Hendrie,
CPA E-mail Consultant
Mark is responsible for analytical consulting services
consisting of mathematical problem solving, assistance with the
presentation of complex financial data, and the development of
technical reports related to public facility needs. Mark provides a
wide variety of consulting services in the areas of preparation of
cash flow statements, bond planning, report writing, analytical
support for developer and user fee programs, revenue reconciliation
for redevelopment tax-increment projects, processing of State
funding applications, assistance with expenditure reports and audit
compliance, and forensic accounting. Prior to joining the firm,
Mark served as a Certified Public Accountant providing assurance and
taxation services for government and non-profit agencies. Mark received a Bachelor of
Science Degree in Business Administration with concentrations in
Real Estate and Land Use and Accountancy from California State
University, Sacramento.
Mark also holds a Bachelor of Arts in English from University
of Rochester, New
York

Will
Dickinson E-mail Public
Agency Advisor
Will has 35 years of public, non-profit and private
sector management experience, with primary emphasis in public sector
solid waste management and wastewater utilities. He has served
the public as technical staffer, executive manager and elected
official. He has expertise in financial and strategic
planning, budgeting, project managment, California Environmental
Quality Act compliance, personnel, regulatory agency requirements,
local governement board interactions and public communication.
Will is past president of the Solid Waste Association of North
America California Legislative Task Force and an elected Director of
the South Placer Municipal Utility District. He earned a
Bachelor of Arts Degree in Economics from the University of
Washington.
Alfred L.

Dr. Fred Dominico possesses a wealth of
knowledge and extensive experience as: a middle school science
teacher; a high school science teacher; a public school principal;
the director of an Adult School Program through Grossmont Community
College; a guest Professor at San Diego State University teaching
classes focusing on Administrative Participatory Management
Strategies; and a Student Teacher Supervisor at San Diego State
University.
He has chaired or served as a member
of numerous school and county-level professional advisory councils
and task forces including, but not limited to the following:
Administrative, Certificated and Classified Employee Negotiating
Teams; Data Analysis/Results Driven Curriculum Development Task Force; Strategic Master
Plan Design Task Force; Facilities Construction and Modernization

Stephanie M.
Bell E-mail Project
Coordinator
Stephanie is in charge of client
communication strategies and serves as project coordinator. In
addition to marketing and scheduling, she performs financial
analysis and research for public agency clients. Stephanie also
handles legislative bill research and tracking as well as cash flow
analysis. Stephanie is in the process of receiving her Bachelor of
Science degree in Political Science from BYU Idaho.
