Cathleen M.
Dominico

Client Relations
Cathy has served as a financial
consultant to city & county government as well as education
agencies and special districts. Specifically, Cathy works with these
public agency clients on financial analysis, facilities planning,
public communication and public entity marketing strategies. Cathy
is an expert in bond measure preparation, tax base analysis, the
formation of financing districts such as Mello-Roos community
facilities districts and assessment districts. Additionally, Cathy
specializes in advising clients in areas related to development
mitigation, construction project delivery methods, site acquisitions
and debt management strategies. She received her Bachelor of Science
degree in Managerial Economics from the University of California,
Davis.
Jeffrey S. Small, J.D.

Director
Jeff has served as a financial advisor in over
550 transactions, totaling over $4.5 billion, for over 100 different
public agencies. Jeff is an expert in credit analysis, disclosure
and marketing of tax-exempt securities. His responsibilities include
creating innovative financial solutions, implementing financial
transactions, and project management. Jeff received his Bachelor of
Arts degree from the University of Arizona. While in college, Jeff’s
interest in the municipal bond industry was inspired by a summer job
at a well-known municipal bond firm in Los Angeles. Jeff went on to
earn his Juris Doctor degree from California Western School of Law
in San Diego where he excelled in the areas of securities law and
consumer fraud. Jeff was employed as attorney in Fresno providing
bond, general and campaign counsel services to school districts in
the central valley. Jeff is currently an inactive member (in good
standing) of the State Bar of California, and has been providing
financing advisor services to public agencies for nearly 20
years.
Christopher J.
Terry

Public Finance
Chris is responsible for financial
analysis, preparation of disclosure documents, credit analysis and
project management in connection with the issuance of tax and
revenue anticipation notes, general obligation bonds, special tax
bonds, certificates of participation and lease-purchase financing.
He has completed over 250 financial transactions, totaling over $2
billion. Chris completed the United States Naval Nuclear Power
Training program and served aboard the USS Abraham Lincoln. He
received his Bachelor of Arts degree in Economics from the
University of California, Davis.
Jacque M.
Kocer
E-mail Consultant
Jacque
is responsible for marketing, client communication and research. She
assists in performing financial analysis related to public facility
needs. She has experience in Community Facilities District (“CFD”)
formation and coordination. In addition, she has knowledge on
redevelopment tax increment revenue reconciliation. Jacque has aided
in the Advanced Facilities Planning process which includes site
inventory and facility analysis. She has facilitated the OPSC
expenditure audit process along with aiding in DSA close-out
procedures. She also provides assistance in finding creative
financial solutions for clients and for public communication
strategies. Jacque is a recent UC Davis graduate and she received
her Bachelor of Arts degree in International Relations and
Spanish.
Stephanie M. Bell

Coordinator
Stephanie is in charge of client
communication strategies and serves as project coordinator. In
addition to marketing and scheduling, she performs financial
analysis and research for public agency clients. Stephanie also
handles legislative bill research and tracking as well as cash flow
analysis. Stephanie is in the process of receiving her Bachelor of
Science degree in Political Science from BYU Idaho.
