Cathleen M. Dominico                 
Director of Client Relations

Cathy has served as a financial consultant to city & county government as well as education agencies and special districts. Specifically, Cathy works with these public agency clients on financial analysis, facilities planning, public communication and public entity marketing strategies. Cathy is an expert in bond measure preparation, tax base analysis, the formation of financing districts such as Mello-Roos community facilities districts and assessment districts. Additionally, Cathy specializes in advising clients in areas related to development mitigation, construction project delivery methods, site acquisitions and debt management strategies. She received her Bachelor of Science degree in Managerial Economics from the University of California, Davis.




Jeffrey S. Small, J.D.                   
Managing Director

Jeff has served as a financial advisor in over 550 transactions, totaling over $4.5 billion, for over 100 different public agencies. Jeff is an expert in credit analysis, disclosure and marketing of tax-exempt securities. His responsibilities include creating innovative financial solutions, implementing financial transactions, and project management. Jeff received his Bachelor of Arts degree from the University of Arizona. While in college, Jeff’s interest in the municipal bond industry was inspired by a summer job at a well-known municipal bond firm in Los Angeles. Jeff went on to earn his Juris Doctor degree from California Western School of Law in San Diego where he excelled in the areas of securities law and consumer fraud. Jeff was employed as attorney in Fresno providing bond, general and campaign counsel services to school districts in the central valley. Jeff is currently an inactive member (in good standing) of the State Bar of California, and has been providing financing advisor services to public agencies for nearly 20 years.

 


Christopher J. Terry                     
Director of Public Finance

Chris is responsible for financial analysis, preparation of disclosure documents, credit analysis and project management in connection with the issuance of tax and revenue anticipation notes, general obligation bonds, special tax bonds, certificates of participation and lease-purchase financing. He has completed over 250 financial transactions, totaling over $2 billion. Chris completed the United States Naval Nuclear Power Training program and served aboard the USS Abraham Lincoln. He received his Bachelor of Arts degree in Economics from the University of California, Davis.

 


Seth M. Wurzel                                                   E-mail
Consultant        

Seth has served as a financial consultant advising many cities, counties, redevelopment agencies and special districts on funding strategies for infrastructure improvements and development projects.  Seth is an expert developing and implementing development impact fee programs and financing districts such as CSA’s, Mello-Roos Community Facilities Districts and Benefit Assessment Districts.  Seth has also advised and represented several redevelopment agencies in their negotiations with master developers developing key terms and provisions incentive based revenue sharing.   Seth has significant experience developing and implementing innovative financing solutions for flood control improvements and has experience working closely with the Department of Water Resources administering funding programs.  Seth received his Bachelor of Science Degree in Civil Engineering with honors from Rose-Hulman Institute of Technology in Terre Haute, Indiana and his Master in Business Administration from University of California, Davis.  Seth is an active member of the Urban Land Institute, American Planning Association and Floodplain Management Association and current is appointed to the City of Woodland Planning Commission.

Mark I. Hendrie, CPA           E-mail

          Mark is responsible for analytical consulting services consisting of mathematical problem solving, assistance with the presentation of complex financial data, and the development of technical reports related to public facility needs. Mark provides a wide variety of consulting services in the areas of preparation of cash flow statements, bond planning, report writing, analytical support for developer and user fee programs, revenue reconciliation for redevelopment tax-increment projects, processing of State funding applications, assistance with expenditure reports and audit compliance, and forensic accounting.  Prior to joining the firm, Mark served as a Certified Public Accountant providing assurance and taxation services for government and non-profit agencies.  Mark received a Bachelor of Science Degree in Business Administration with concentrations in Real Estate and Land Use and Accountancy from California State University, Sacramento.  Mark also holds a Bachelor of Arts in English from University of Rochester, New York.


Alfred L. Dominico               E-mail
Educational Conusltant

          Dr. Fred Dominico possesses a wealth of knowledge and extensive experience as: a middle school science teacher; a high school science teacher; a public school principal; the director of an Adult School Program through Grossmont Community College; a guest Professor at San Diego State University teaching classes focusing on Administrative Participatory Management Strategies; and a Student Teacher Supervisor at San Diego State University.

 He has chaired or served as a member of numerous school and county-level professional advisory councils and task forces including, but not limited to the following: Administrative, Certificated and Classified Employee Negotiating Teams; Data Analysis/Results Driven Curriculum Development  Task Force; Strategic Master Plan Design Task Force; Facilities Construction and Modernization Task Force; General Obligation Bond Passage and Implementation Task Force; Certificated and Classified Staff Evaluation Model Design Task Force; Policy Development Task Force; Budget Advisory Council; Community Partnerships Task Force; Textbook Selection and Adoption Task Force; Chamber of Commerce Education Committee; and Title I, Gifted and Talented Education (GATE), Bilingual and Performing and Visual Arts Parent Advisory Councils; and Classified Employees Personnel Commission. 

 

Dr. Dominico received his Bachelor of Science degree from The Ohio State University; his masters in School Administration and Curriculum and Instruction from San Diego State University, and his doctorate in School Administration and Curriculum and Instruction from The University of Southern California.


 


Stephanie M. Bell                          
Project Coordinator

Stephanie is in charge of client communication strategies and serves as project coordinator. In addition to marketing and scheduling, she performs financial analysis and research for public agency clients. Stephanie also handles legislative bill research and tracking as well as cash flow analysis. Stephanie is in the process of receiving her Bachelor of Science degree in Political Science from BYU Idaho.
